Dear Jonathan! Yes it is possible to play quarter tones but only by raising the notes up. By pulling the strings up, you can raise the note and create the quarter tone but it is very hard to be accurate. You can play Eb and pull the string so you can get E Half Flat which will be the note Sikah. I want to recommend an amzing musician from Turkey that plays the Guitar, he developed his own style of...(trimmed)

Hey John! You can use an open mouthpice such as the Vandoren 5jbl Bb Clarinet Mouthpiece or a mid open one such as the B46. The most important thing is that you'll be comfortable with it. And stick to one mouthpiece, don't change too much.

To John! The turkish sound that you are talking about is thanks to the reeds more than the mouthpiece, soft reeds, #1 or 1.5 would make it.
